Looks like the ground guy wasn't sure if he should run away laughing or stay and mock. How isn't there some kind of lockout to prevent this, or is it just assumed that people wouldn't try to raise the gear while on the ground?

This is probably a maintenance accident. There are manual locking pins that prevent gear retraction on the ground and it appears the nose gear did not get locked properly. Whoever forgot that locking pin, is most likely the employee that go fired.

There are definitely systems in place to prevent retraction on the groubd

There is a switch called the WoW (Weight on Wheels) switch that is supposed to prevent anything funny from happening if the suspension isn't at full droop. This incident was possibly a failure of this switch.

Fun fact: Some Gulfstreams also use the WoW switch to deploy the landing spoilers. Once armed, the system will automatically deploy the landing spoilers when the throttles are at idle and the WoW switch triggers. The system is tested by manually actuating the WoW switches with popsicle sticks while the plane is on jacks. Guess what happens when you leave the popsicle sticks in by accident?
